Why does Zmovies have more vidoes than Netflix?

I go to Netflix to watch a vidoe instanly, and ove couse it's "DVD only" It seems to me the only movies you can watch instantly on Netflix are all a bunch of B rated strait to shelf movies. So why is it Netflix charges 8.99 a month for garbage, but Zmovies is free? Netflix scam? Hmmm...
