ATI Graphics Card Help?

I play GTA IV on my pc I like to run mods the game works fine no crashes or anything like that, however, when I get in the middle of alot of activity such as a large number of cops with thier lights on or a gun fight it lags. I'm trying to find a good graphics card that ill be able to run GTA at highest graphic levels with minimal lag. Anyone have suggestions?
